What is the Calif Dental Health Plan?

It's from the California Dental Health Plan in Tustin CA ("exclusively
distributed by: C.D.I. Insurance Services, 'The Dental People'" at a POB in
Los Alamitos CA. No other groups or companies are indicated).
Basically, it's a dental insurance plan that costs $20 to enroll and
$47/year for coverage for indivuduals (more for couples and families).
I've had workplace dental insurance before and the rates seem comprable.
Cleanings are free, which makes the plan pay for itself.
I don't know how they got my name, perhaps from my having had health
insurance through my university. They have a list of a few hundred
dentists to choose from in the state, around a dozen within a short drive
from where I live now.
I don't need any dental work except cleanings, which are usually over $47
for one, let alone the 2 per year they allow. Office visits are $8
(extra?) and x-rays once every 2 years are free. Other treatments are very
cheap, though there are various exclusions, which would be nice in case of
an emergency.
On the surface, this seems like a great deal. I'm applying for SSI right
now and will get Medicaid (MediCal in Calif) when it comes through, so I've
been holding off on getting my teeth cleaned and checked. Does anyone know
if Calif Medicaid pays for dental work, especially routine cleanings?
Basically, I want to know if: this is a reputable company; there are
loopholes I'm not seeing; if I would even need such a plan once I have
Medicaid. Or anything else I forgot to ask :-).
